  • Active role of partners: relevance, ownership, impact prospects, sustainability

IPA FF implementation entails strong participatory approach and joint steering of Program development with all engaged institutions in the Partner Countries and Territories. This contributes to enhanced relevance of activities to local capacity development needs, local ownership of Program benefits and, ultimately, better prospective impact and long-term sustainability of results.

  • Building on existing capacities and coordinating with other initiatives

IPA FF aims at making efficient use of existing capacities and resources in the Partner Countries and Territories. This is done by building on previously achieved results, ensuring coherence with ongoing efforts in the areas addressed by the Program and coordinating with other local and regional initiatives and networks to avoid overlapping and create synergies.

  • Sharing practices and supporting alignment with EU and other international frameworks

IPA FF supports the region through systematic knowledge exchange and aims at designing capacity development actions in a way to contribute to further alignment with the relevant EU guidelines and legislation as well as to facilitate compliance with policies and frameworks adopted at broader international level in disaster risk reduction.

  • Involvement of multiple stakeholders

IPA FF implementation involves a range of stakeholders in the Partner Countries and Territories and supports inter-institutional coordination and cooperation as a key factor for integrated disaster risk management approaches involving local civil protection authorities, other institutions, the scientific community and the civil society.

  • Regional perspective combined with partner-specific solutions

Integrating the regional approach with solutions tailored to local needs is instrumental, not only as the most cost-efficient approach but also to foster a sense of solidarity in the region. Transboundary cooperation and regional approach aimed at harmonizing measures for resilience building contribute to reinforced territorial solidarity and most importantly to synergies and cost-effectiveness in the use of available resources.
