Component 1 - Floods

1.1 Capacity building for Flood Risk Management Plans (FRMP)  based on EU Member States’ good practices and European Union Flood Directive (EUFD)

OBJECTIVE

To support Partner Countries and Territories in the implementation and monitoring of Flood Risk Management Plans (FRMPs) according to the requirements of the European Union Flood Directive (EUFD).

1.2 Capacity building for developing common transboundary Flood Risk Management Plans (FRMP)

OBJECTIVE

To promote and facilitate the development of multi-national River Basin Councils and Authorities that act as institutional platforms for the development and monitoring of common transboundary FRMP.

1.3 Development of procedures and agreements to include Early Warning systems (EWs) in local/central Emergency Response Plans (ERP)

OBJECTIVE

To improve the effectiveness of EWS in the Partner Countries and Territories by facilitating the development of procedures and the coordination among responsible actors in a perspective of systematization and harmonization at regional level.

Two Italian experts, one from Puglia Region and one from Valle D’Aosta Region are part of the evaluation team for the command post exercises of WP1.3.

Component 2 - Forest Fires

2.1 Technical support for development of Forest Fires Risk Assessment (FFRA) and Forest Fire Risk Management Capabilities

OBJECTIVE

To support Partner Countries and Territories in developing and improving action plans or guidelines for FFRA and management planning based on the EU Risk Assessment and Mapping Guidelines for Disaster Management, the priorities in the Sendai Framework for Disaster Risk Reduction and EU practices, and on a regionally harmonized methodology for FFRA.

2.2 Establish, equip, train Ground Forest Firefighting (GFFF) civil protection modules in line with the Commission Decision on EU CPMs

OBJECTIVE

To provide technical support and capacity building for the development in each Partner Country and Territory of a national civil protection module of the type GFFF in line with the general requirements for European civil protection modules of the same type of set under the Union Civil Protection Mechanism (UCPM).

2.3 Establish Border Crossing (BC) and Host Nation Support (HNS) protocols in line with EU Guidelines on HNS

OBJECTIVE

To enhance the capacities of Partner Countries and Territories to plan for and conduct HNS in cases of emergencies, including the three components of receiving international support, being transit country of support, and deploying civil protection modules and specialized response capacities.

2.4 Regional table-top exercises and a field exercise for GFFF modules

OBJECTIVE

To test and exercise overall capacities of the newly established and trained GFFF civil protection modules, including decision-making processes, chain of command and control, field response operations and interoperability; increase knowledge about UCPM.
